Engineers Estimate

The Engineer's Estimate System (EES) is a Federal Lands developed software program that the Federal Lands Highway (FLH) Divisions and their consultants are required to use for project development, advertisement, and contract award. FLH consultants can obtain a copy of the EES by contacting your COTR for access to download the Engineer's Estimate System.
