US 1 and Telegraph Rd Intersection

Project Description

The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) has been asked by the Department of Defense (DoD), the Virginia Department of Transportation (VDOT), and the County of Stafford to deliver a project to improve traffic operations at the intersection of Telegraph Road and U.S. Route 1 located at Stafford County. This intersection provides critical access to a DoD facility on the Marine Corps Base Quantico (MCBQ).

Traffic operation improvements are necessary to handle the increase in vehicular traffic in the area due to the MCBQ construction and operation of the Russell Knox Building Complex. These improvements include, but are not limited to, the design and construction of a right turn lane on eastbound Telegraph Road west of U.S. Route 1 and lengthening of the U.S. Route 1 northbound left turn lane.

All funding required for the project will be provided by the Defense Access Roads (DAR) program, as a result of Base Realignment and Closure (BRAC) program. This will include planning, preliminary engineering, preparation of the environmental documentation, permits and other clearances, acquisition of right-of-way, relocation of utilities, construction and contract administration

Project Timeline

The NEPA document was completed in January 2013, with the design build awarded on August 2013. The construction is scheduled to start in the Spring of 2014, and to be completed by the Fall of 2014.

Environmental Coordination

A Categorical Exclusion (CE) was completed in January 2013.

Memorandum of Agreement

A Memorandum of Agreement (MOA) was completed to establish the roles, responsibilities, funding, and procedures by which the DoD, VDOT, and the FHWA-EFLHD will jointly participate in the environmental planning, design, and construction of this Project.
